I don't remember hearing him say that at any point during Z and it doesn't sound like something Toriyama would have Vegeta say so I'm inclined to think it must have been during Super. Maybe when he exposits that Saiyans are attracted to women with powerful personalities?

The closest thing I can think of is the dubbed episode where Vegeta refers to Bulma as "gorgeous" while talking to Gohan. It was in the original Funi/Saban run with the Ocean cast during the Freeza arc.
