How Would the Android Arc End without the Cell Games?
I can't imagine Perfect Cell NOT wanting to show the whole planet just how powerful and skilled he is. However, there's always the possibility that the arc could have ended some other way.
What other ways could the final encounter with Cell have played out, assuming that the events before the "Cell Games" occurred in the same way?
Answers taking other changes to the arc into account (like Cell reforming, Goku and King Kai living, etc.) are also welcome.

The thing which stayed Cell's hand was the prospect of fighting potentially powerful opponents after having given the Z-Warriors an allotment of time to improvement themselves. If Cell hadn't been curious enough to inquire as to how Trunks became so powerful then it's likely he would have gone through with his original intention of executing the young Saiyan. After that he'll probably resume his spree of terror and with a population that's severely depleted from the previous rampage, Earth would not continue for very long.
Oh, just to clarify, I'm assuming #16 would be killed in the process just for being in proximity to a Cell who is yearning to torture and extinguish the life of others.
Babidi allowed for five days to pass in the hopes of being able to exact revenge against the Saiyan kids and Piccolo. I imagine Cell would tolerate a shorter amount of time as he's already massacred so much of the population. If they're lucky, Cell may choose to hunt down Goku as he's likely still curious as to what the elusive Saiyan has been up to.
If the prospect of a formal event to challenge Cell isn't available then Vegeta is likely going to be eager for another chance at defeating the monster in his "perfect" state. You can imagine how that battle would pan out. No, it comes down to Goku and Gohan. I think those two battles would pan out the same, minus the tournament stadium -- how it diverges is the person sacrificed to entice Gohan into ascending. Cell's spawn would be gruesomely created and from there the surviving Z-Warriors are tortured. I'm guessing they're allowed to continue pummeling everyone longer than what happened in the manga as it's going to take more for Gohan to snap. Care to guess who dies first? It's likely the humans with an exhausted Goku following shortly afterwards. If Piccolo is still alive then he's only just.
A Gohan with the freshly instilled memory of his father and companions being murdered in front of his eyes will see him returning all of the torturous favour back to Cell and the jrs. One thing leads to another and I assume #18 is regurgitated for Krillin to rescue. Can you see where the event sequence is going from here? Semi-Perfect Cell will self-destruct and without Goku to relocate the living explosive to a confined area, Earth is going to be reduced to a debris field in space.
Everyone has died and Cell regenerates his body, regaining all of his power and then some before resuming his torturous vendetta against anything or anyone else that's living.
I think that's how it may have panned out if Cell had chosen not to go through with the Cell Games. It's interesting how his patience and eagerness to fight a strong opponent ended up allowing the Z-Warriors the necessary time and circumstances to survive.

Maybe he'd kill Trunks then go directly to the look out to fight Goku there. I guess they could do what they did with Buu and get him into the time room to prevent damage to the outside world.

Goku told Cell to wait for him one day when he saved Piccolo and Tenshinhan.
I think FPSS Goku might challenge Perfect Cell -after he killed Trunks, went on a killing spree around the world, and probably killed Vegeta too. Goku and Cell's fight would go just like it did in the main continuity, but Gohan might jump in to help his father in trouble. He did that vs Vegeta and vs Freeza, so it wouldn't be crazy.
