Just wondering. There is a Dragon World and I believe it was divided in 43 sectors as seen in the Daimao storyline.
Is the King (that cat dude) the ruler of all of these? Is he basically the ruler of the entire world?

If it were up to me you'd be trialed for treason and hanged in the middle of west city as an example for all who dare disrespect his greatness. To answer your question, although god knows you don't deserve one, his excellency fairly rules over this entire planet, it's why we managed to achieve world peace.

I am so sorry. I seemed to recall him as a cat. Must have been confused by the number of cats in high ranking places in Dragon ball.

I think the Daizenshuu stated that before the world united under a single king, the 43 regions each used to be their own countries, and that the fellow who wished on the Dragon Balls to become ruler (the one Bulma mentions) actually became king of the whole world at that time.

No, I don't think so - I think this was supposed to be a ruler of the world from a while back. Since Roshi had his Dragon Ball for about 100 years, I guess the Earth has been politically united for at least that long, and the wish would've had to have been made before then, at the very latest.
