I think it does, technically. That means Beerus and Champa are on the same level as the shinigami of Bleach and/or Death Note.

Uh, no? A shinigami in mythology is a form of psychopomp - a messenger of death that helps guide the spirits of the newly deceased to the afterlife.

The job of a Hakaishin though is to destroy planets to maintain the balance of the universe, and when they kill individuals, they often erase them completely, including their souls, which would be antithetical to the role of a shinigami. So they are really completely different things.

King Yemma is much closer to what a shinigami would be, in fact the character he is based on in Japanese mythology is often considered one.

Well Beerus used it to kill Dr. Mashirito who was a ghost, and I believe it was stated that present Zamasu simply ceased to exist and didn't go to Other World.
