I believe that was what Vegeta was up to while the Garlic Jr saga was happening so it's an anime filler scene.

I'm a fan of some filler, but I always found this stuff to be especially awkward. Filler, in an all filler arc, that has absolutely nothing to do with A-plot. It's so far removed that is barely even seems real.

Really? I thought these scenes were really cool as a kid. Let's be real, if Vegeta was present on Earth during the Garlic Jr. saga he would've shitstomped everyone, and this gave a nice explanation of what he was up to. It culminates in him thinking he found Goku, but it seems like Goku barely slipped through his fingers. It is funny how all of Vegeta’s scenes can be cut out and you’ll lose nothing . They don’t impact the A plot. They don’t impact any future canon events. They just exist in a bubble to remind you Vegeta exist and isn’t leaving the series anytime soon. This goes for all anime-only scenes, as well manga scenes extended in the anime. The manga's job is to move the plot along in a good tempo. Not really no. Could you name a few? Most that I can think of are mostly pointless. Expansion on Piccolo Daimao’s clan killing martial artist the viewer are familiar with.
Expanding on Gohan’s training with Piccolo for the Saiyans so we actually see him grow as a person instead of just flip a switch like in the manga
Also expanding on the Z warriors training and reintroduction in the Saiyan arc so they don’t feel like cannon fodder
