How early on did Funimation intend to release uncut home videeo

I checked out some of the earliest press releases, and this magazine said Funimation could always release uncut stuff on home video. But this was a third party magazine, so it doesnt reflect Funimation's intent, EVEN if shows demand was always palpably there. How early on did it occur to Funimation that people might want uncuts and when did they intend to sate that thirst? Could they have done uncuts with the OCEAN CAST?

Late 1997 around the same time as the original uncut movie trilogy. Barry Watson said in an interview that they were working with Pioneer to release uncut versions of the TV episodes. Funimation parted with Pioneer for the same reasons they parted with Ocean Studios for voicework, to save money by doing everything inhouse. If they stayed with Pioneer we likely would have gotten bilingual DVDs for the rest of the series, an uncut redub of seasons 1-2 without the edits, all with the Ocean cast.
