They were activated and deactivated before Gero turned himself into an android. So definitely before the Namek arc, considering it probably wasn't something he managed to do on a weekend(or maybe it was).
The technology wasn't around during the RR arc, Android 8 wasn't a infinite energy jinzo ningen, right? It should've taken him some time.
So the activation and deactivation could've taken place when Mecha Freeza showed up, or before that, like during the last portion of the Namek arc?
Maybe the time between the fall of the RR army and the death of Piccolo Daimaoh was when Gero developed the technology? A little over 3 years.
And the twins were abducted between Piccolo Sr. and Jr. 's arcs? This would mean Goku, Krilin and the twins were all born pretty close in time.

Actually, there's a pretty good argument to be made for Gero having kidnapped them sometime between Goku's return and when the Android arc begins in earnest. Herms put forth an interesting subtext to Toriyama's intentions when he had Goku describe how Gero hadn't "done anything yet" (forget past affiliations to the RRA and scientific work done for them) when shooting down Bulma's proposal of using the Dragon Balls to locate the rogue scientist's lab.

While I don't have a problem with that being true, I think Goku meant he hadn't unleashed the androids just yet.
