How small would the Dragon Ball Earth have to be?
Since the entire world in the Dragon Ball universe is divided into 43 sectors that’s all ruled over by a single king, it would have to be a good deal smaller than Earth in real life, wouldn’t it?

No, not really.
They don't ever state in story how big DB's Earth actually is, but we know it must be at least half as big as real life Earth, since Yamcha provided the distance(over 10,000 km), when Goku demonstrated his teleportation technique after returning from Yardrat.
So the circumference of DB Earth is at least 20,000 km, while the circumference of Real life Earth is 40,000 km.

It is bigger and more populated than Namek o Vegeta Planet.
I don't think having just one world leader means it's small, after all the Genkidama has been enough all this time, right? Maybe the president of the world is only for emergencies and official stuff but in reality each province has it's own government.
I also believe the fact that a corporation that could be easily be attributed as magical because of it's technology helps in a great way to maintain a certain level of society and "peace" in which goverment is not that necessary, there is no customs and taxes for import and export of goods, much force is not needed for the civilians and they just have an army against RR, majin buu and such.

It might also be worth noting that occasionally when Toriyama draws Earth as a globe, he draws Earth as it is in the real world (e.g., DB #394 - you can see North and Central America, Eurasia and Africa very clearly, as well as the Northern part of South America).
Though the probative value of this is admittedly very limited (often Toriyama draws random blobs for continents, and I don't think any kind of specific 'Dragon World' layout was even established before the Daizenshuu, though I could be mistaken here), it might indicate that Toriyama intuitively thinks of Dragon World as fundamentally similar to our world in certain ways, including planetary scale.
