Can Grade IV Super Saiyans supress under base power?

I was under the impression a relaxed SS would ways stay around the base form's unsurpassed power.

There is a anime filler in which Goku was so relaxed a rock threw by Krillin hurt him. Of course it’s a filler, but I think the point of this training is precisely being able to vary greatly from its full power, saving stamina in the process.

I don't see why not. Super Saiyan transformations generally just increase your maximum power, no good reason to think they also impose a minimum. If they had to, Goku and Gohan could probably have also lowered their ki output all the way down to zero for stealth too.

Definitely. I'd think Goku and Gohan's powers were base level or less when they left the Rosat.

Given that Grade 4 is the only state that masters the stamina & stability of SSJ1, it may very well be the only state that can lower it's Ki to such miniscule levels. The other forms, especially Grade 3, might actually be unable to power down beneath a certain point since they are designed for power & battle.
Imagine Broly lowering his Ki to undetectable levels and sneaking around like a mouse? That picture just isn't right.
