There are tons of people in Other World. Kibito, King Yenma/Enma, King Yenma's assistant, The Kai's/Kaiō, King Kai, Bubbles, Gregory. Not to mention, mortals that get to keep there bodies, people in Hell (like Frieza), the pixies and teddy bears torturing Frieza, and all the various souls that don't have bodies.
How do you think these people factor into Zamasu's Zero Mortals plan? Would have eventually targeted them and erased the dead from existence? Would he ignore them entirely? Did he already exterminate the after life?

There's no reason why he didn't. He was already making plans to wipe all mortals in the entire Time-Space Continuum, it feels strange if he didn't check that all planes in at least one Timeline were all already purged (the Afterlife isn't really anything otherworldly in the DB world, it's just another dimension/plane that can be attacked by the living, see Kid Buu). Especially since Zamasu is so smart and methodical and never takes any chances, he wouldn't just ignore an entire dimension.
Besides, Zamasu was a North Kai before becoming Gowasu's apprentice, so he definitely had extensive knowledge of the Otherworld, like the U7's North Kai.

But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.

I've also asked this question before. I suspect Zamasu would want to halt the cleansing process for those who were evil and needing to be reincarnated. Evil doers being purged from existence is his whole MO; potentially the souls in hell might be overlooked if he feels their torment there is adequate or deserving. It's the souls that are in heaven which I'm curious about. If they were benevolent enough in life to be ultimately admitted into what's presumably paradise then would Zamasu really prioritise them? We can assume that the souls there are largely helpless and unable to fight against the overseers.
People in the afterlife weren't usually of consequence to the universe and that happens to be where Zamasu's concerns were primarily concentrated. Perhaps he'd eventually travel to the higher realms to ascertain the conditions. Now him killing the likes of Yemma and his employees? Well they're not gods. Plus they serve an important function which I can't imagine Zamasu wanting to take upon himself unless he's planning to just eradicate everything that has any degree of higher thought process.
What does all of that mean for the Makai and its inhabitants? Zamasu might just decide to annihilate them too as a natural adversary unless he considers otherwise.
