I've honestly lost count on how many times we've seen him reappear since he was killed in Z by Trunks
Do you think Toriyama's like for him has made him into "The Joker" of Dragon Ball since he's appeared more so than any other villain? Is Toriyama keeping him around for a reason in Super?
My opinion is the last arc of Super — whenever it may be, will feature Freeza as the big bad for the 3rd and final time. Super should go out with a bang and if Freeza keeps true to his word of surpassing Beerus or having Broly be on his side then we can have an epic, fantastic showdown in the very last arc!

Freeza is fun to write and har less because of how Big a personality he is. I think that sets him a part from The Joker, who has a very realistic 'grounded' portrayal that makes a lot of his story appearances feel very easy to misinterpret as a hero or 'couples goals'. Freeza committing murder and genocide feels harmless in comparison to The Joker abusing Harley Quinn.

Yeah, The Killing Joke fucking sucks. Ugh.
The two characters are quite different in how they're used and what they mean to the story.

My crack theory is that Super is going to eventually lead into Neko Majin, in which Freeza is implied to be alive. So Freeza coming back and staying around helps get there.

Joker is more psychological than current Freeza. Current Freeza lacks the sadistic edge his earlier incarnation has.

Freeza has been allowed to develop a bit, whereas Joker is a DC comics character and as such needs to be frozen in time, or at best periodically "rebooted" to his canonical status. Freeza also isn't "insane", he's motivated by greed and, eventually, anger.
If anything, I think Zamasu/Black are the closest to the Joker in the Dragon World. They're obsessed with the protagonist for reasons that are unclear, and their motivations are "insane" in the sense that they are equally unclear and unrelatable. They also both put together massive, sinister elaborate, Rube Goldberg-esque plots with countless moving parts.

I would compare Frieza more to the Daleks in Doctor Who.. Never stays dead permanently. Sometimes on the same side, but will always be his mortal enemy at the end of the day.

Joking. I'm not at all an insider. Just saying that, if my crackpot theory is true and they're headed towards Neko Majin, then they'd probably have Vegeta working for Freeza again 'make sense' in some way by the time they got there. Even if it's ultimately just a gag or something.
