This will be a weird thread, but there are things in my head, bugging me for years and this is coming back to me over and over.
In early 2000s, I have watched DBZ on German RTL II and Polish RTL 7 and I guess this ad ran on the Polish one.
It was for action figures, that were bigger than the Jakks Pacific ones that ran at the same time in US.
What I remember clearly and stroke me even back then, was that they were articulated in a way, that Goku had poseable hands in a manner similar to S. H. Figurarts for shooting ki-blasts and the biggest gimmick, you could remove his black hair and change them for SSJ hair, not the whole head (I remember his head being bald and looking like Krillin's in the ad), another figure I remember being shown was Super Boo and you could shake his head from side to side like in the anime.
This is a mindboggling thing for almost two decades and I have only started to tape the show during the run of GT and without ads, as there were mostly the classic ones for washing powder etc. which kinda irks me now, as I could've find out.
I can't find these for years, I have went through various forums including one specializing on figures... Didn't find them being made either by Bandai, nor Jakks in any available listings... The closest ones would be the Bandai ones licensed by Jakks, where you would swipe whole heads, but there wasn't much articulation.
It is so weird, as I am positive I saw it and tried to look after those action figures for years, but all the people I have asked over the years have no idea and sometimes I am thinking, do I really remember it right? I am sure I do!
Maybe they were made by some European based company, like De Agostini in Italy, but still, no luck.

Re: Obscure vintage acting figures
Actually, the description at that time fits the most the Giochi Preziosi action figures produced in Italy... it's just that they don't have a swaping hair version as I remember.
