Steve Simmon's use of "Yama"

Has Steve ever said anything one way or another about why he chose to use "Yama" over "Enma" in his subtitles for Funimation's DBZ DVDs?

I know that Yama is the Chinese name for him, and that he originally stems from Buddhist afterlife beliefs that aren't strictly Japanese OR Chinese, but it's not a case where Toriyama clearly uses Japanese phonetic transliterations of Chinese names (a la Shenlong, Kintō-un, xx Xinq Qiu, etc., which Simmons always accurate translated as such); Enma is a very different phonetic reading than Yama that is exclusive to Japanese.

I know Simmons has said that had he done his subtitle work in more recent times, he might have done some things differently than he did back then in the late 90s/early 2000s, but has he ever shed any light on that particular decision, and if not, does anyone have any insight on why he might have done so?

I imagine it's whatever reasoning that led to Funimation using Yama in the first place. (Information from Toei?)
