I'm not sure what you mean. It's a song from Japan. It's not as if some random American compilation for DBZ has come out featuring any of the original Japanese music (OK, so one of the American Sailormoon CDs had a couple Japanese songs, but FUNimation ever allowing that? Hellz no.).
Do you mean is it possible for you to purchase a CD with that song on it while living in the US or some other country? Of course you can. You'll just have to import the CD. Make good use of the "Music Database" and find a CD with the song on it. There are tons of places like Play-Asia, CD Japan, Amazon Japan, etc. that all ship to the US and other areas of the world. There's no reason not to buy things... nothing's really preventing you.
