Why do the heroes shout their attack names loudy when and before attacking?
Wouldnt that be a huge tactical disadvantage?

Same reason Fused Zamasu does it.
Because it's cool.
Rule of cool strikes again. It's cool to hear Goku say "Kamehameha" before he actually uses the attack, so he says it, even though he logically doesn't need to.

In DBS Kuririn could shout Taiyoken infront of Goku face, yet he believed that light was Monaka transformed. Didn't detect any change in ki or scent at all.

This is an extension of a kiai and relates to the importance of breathing in martial arts. It focuses the mind, spirit, power, etc. into pinpointing the attack with the most effectiveness.
