Translation:

"Vegeta is exasperated to see Gohan struggling with difficulty against Dabra, an opponent who has a strength inferior to his own."

I don’t understand what’s relevant here. It doesn’t say anything that isn’t already mentioned in the manga: Vegeta thinks that Dabura has a power inferior to his (and he does).

What seems more relevant to me is the part about Kid Buu, where it is said that for the Genki Dama, the people of Earth only gave a portion of their power (the Genki, supposedly).
