How many people and worlds would Cell need to absorb in order to reach his perfect power level?

What if Imperfect Cell decided not to absorb the androids, because it would just be too difficult.

He got a considerable increase in power from absorbing only a few cities of people.

So what if he took his time and grinded as many regular absorptions as possible, then went into space, found another civilization, absorbed everyone, then repeat on as many planets as possible.

Is it even possible for Imperfect Cell to eventually reach his Perfect power level this way?
