So I checked out Netflix Japan today...
Connected to Japan via VPN and looked at Netflix just now. Then lo and behold, every single Dragon Ball and Dragon Ball Z movie and series available on Netflix. Even the Plan to Eradicate the Super Saiyans and the Bardock special. Granted, there's no English subtitles or dub available. But who really needs English when you know the story so well?
Only thing missing is, Dragon Ball GT. That's not on Netflix.

At this point, I think all of DB, DBZ, DBGT, DB Kai, and DB Super should be available on Netflix outside Japan. DB Daima, on the other hand, is already available on Netflix worldwide (and the only Dragon Ball anime series outside Japan to be available on Netflix).
I know it's slightly unrelated to this thread, but on the Hulu side, DB, DBGT, DB Kai, DB Super, and the new DB Daima are available there. Only DBZ right now outside Japan is limited to just Crunchyroll and not available on any streaming service.

I think the Dragon Box is the only home video release they ever did in Japan, right?

Re: So I checked out Netflix Japan today...
Netflix Japan announced the movies not too long ago, but as far as I can tell they didn't say anything about the series so it's great that's there.
Apparently both series were also on the service in late 2016 so seems to be one of those shows that comes and goes on Netflix.
Hopefully one day both Dragon Ball and Dragon Ball Z will be on Netflix in other countries. There's people who are not into anime that like this franchise so it would be great for them to have an alternative to Crunchyroll.

Do you have any info about international non-English broadcasts about the Dragon Ball anime or manga translations/editions? Please message me. Researching for a future book with Dragon Ball scholar Derek Padula
