Would the Androids/Cell have been stronger if Goku had been stronger in the main story?
Say that Goku started off ten times stronger than he did(PL of 100, as opposed to 10), and his PL consistently remained ten times higher after every point he trained than what he achieved in the actual story(PL of 4,160 in the Saiyan arc beginning, PL of 80,000 during the end of the Saiyan arc). Would the Androids/Cell have also been ten times stronger by default, so as to even out and proportionately match the boost?

How the Androids got so strong is still a mystery to me. The only concrete info we got was that Gero spied on the heroes and villains by using his bug spy cam and that he "enhanced" the artificial humans. I guess that when Goku showed better/stronger techniques, Gero could have implemented that info?
The whole Androids thing is a mess. We go from the planet destroying Freeza to 3 characters that are build somewhere in a cave on Earth that way surpass him.

Alright, let's break this down. The Androids in the future are weaker. Why? Well, Dr. Gero's spy bots had less data to collect. It was confirmed that in both timelines, they stopped recording techniques and battles. But, in the future timeline... everybody is devastated by Goku's death. There's no three years of training prior to the android threat for the bugs to passively collect on. Remember, the spy bots in both timelines still collected data on Frieza and Cold when they arrived on Earth. Gero stopped taking Goku's data around the Saiyan saga and started "calculating" the rate of improvement. Obviously he didn't account for gravity training or Super Saiyan, which is why he confused Yamcha for Goku.
Had Goku had been stronger in the Saiyan saga, then yes- Gero might have tried to make the Androids stronger. You also have to consider that there are limits to how strong Gero can make them and that they might take significantly longer to make if he needed to adjust them to be stronger than Goku. If Gero hit a wall with how strong he could make them, he might have opted to keep them as dormant until Cell was finished.
