Establish Quitela as this cunning, manipulative guy who already has an existing rivalry with Beerus. It's cat and mouse. Considering this, the amount of prominence he receives in the initial part of the Universe Survival arc, as well as knowing that he was one of the first designs made by Akira Toriyama, along with Toppo, Jiren and Dyspo, doesn't it make more sense for him to be the God of Destruction of the final universe, who will face the protagonists at the climax of the story? Vermoud and Beerus barely interact and there is no previous relationship between them.

Nah, Jiren overcoming his own GoD would render Quitela weak and Jiren insurmountable.

There's nothing going on for U4, having one of the strongest GoDs, at least, gives them that. Can't have every main guy on the same boat, you'd turn the other boats into canoes.
