Piccolo has the experience of Kami, who knows how to perform the Mafuba, while Piccolo knew how to reverse the Mafuba. Piccolo and Kami didn't need any talisman to seal their opponent.
It seems like Piccolo is better at the Mafuba than Master Roshi. Piccolo and Kami were the first to use it without dying.

Because Goku likes to fight, not to win at all costs. That doesn't mean he won't do whatever he has to, just that he is not "studying" to do so unless he is against the wall like in the Black arc. And still, didn't he pass the torch to Trunks?

The Mafuba was both the best and worst part of the Future Trunks arc.
I loved the idea and the callback, but the way they did it was quite disrespectful to Piccolo. It could be argued that Goku went to Muten Roshi because he's his master and taking lessons from him is natural, but I believe he did it solely for the sake of the callback. The Mafuba, as a move, is much more associated with Roshi than with Kami or Piccolo.

Man I like modern Dragon Ball but I am not a fan at all of how they flanderized every character's moves and techniques.
