Did the Toonami US edit censor Cell absorbing his first victim?
This is the scene I'm referring to.
In the Westwood dub (at least in the recordings that exist) we don't see the victim's face melting but I was wondering was it the same in the Toonami US airings of the FUNimation Dragon Ball Z dub.

I would at least assume the masters Ocean received from Funimation was the edited version. I heard Ocean made some additional cuts and what not but there’s a good chance at least 95 present of the edits in the Westwood dub were also in the edited Funi dub

I don't know about the US, but I'm positive the Dutch airing of the Westwood dub (at least the initial one) did show it, because it freaked me the hell out and the image is burned into my brain. I've never actually gone back and watched a lot of the Imperfect Cell stuff of my own accord because of that, so I can't be conflating it with a rewatch.
(FWIW, I do know there were other edits, as I distinctly remember being pretty confused at how Yamcha getting his energy drained by #20 would make a hole appear in his chest afterwards.

I believe the Dutch and UK branches of Cartoon Network shared materials (including promos, etc) so there was likely no difference between the airings.
I guess there's still lost material from the Westwood Z dub as the existing recordings censored that scene. Hopefully someone taped the initial broadcast.

Seems like they did keep it but the shortened it. They show the face deflating too. The copy I have I don’t know if it was afternoon toonami or midnight run. Don't think so. I seem to recall the guy dissolving the first time I saw that episode.
Of course, it's been so long, I could just be remembering the Funi singles, but I feel like I had been pretty familiar with this scene by the time I got a hold of the DVDs.

I also remember seeing the guy dissolving in the Cartoon Network airing so I'm confident that at most it was just shortened as EF2024 said.

Yeah, I need to check out Seed of Might's broadcast collection to see if that's how it is there, but I too remember it. Things I DIDN'T remember upon viewing those broadcast recordings were how censored blood became in the kid buu arc. When Season 3 started, they were okay with blood all over the body so long as it wasn't spurting, but the Kid Buu arc cut out the scene from my avatar (which I DID remember upon seeing it on TV since back then... Maybe it's more obvious in motion, but in that screenshot it's hard to tell which of those marks are supposed to be blood which are just dirt. There's no such ambiguity in the "Kid Buu" screenshot, so maybe the issue was that the blood was more detailed in the later episodes?
