It has to be Vegeta. Goku is voiced by a living legend in Japan, and elsewhere can do him quite well, but it is Vegeta who has the expectation to have his screams be truly bestial. TV Tropes said Eric Legrand is twangy and lame but he has some of the best screams I've seen not just in anime, not just in dubbing but in general.

Probably adult Goku, especially at Masako Nozawa's advanced age. On the English side Sean Schemmel may have started off rough but his screams were incredible and even rivalled the Ocean cast who were generally much better actors.
I imagine Freeza is quite tough as well, particularly any scene where he gets mad. None can top Ryusei Nakao in that department just for the depth of emotions he displays in Freeza's callousness.

Whoever screams the most. So Goku. Possibly Vegeta since Chris Sabat's already doing this gravelly raspy voice for that character and then has to scream in that specific voice.
Screaming's bad for your vocal chords (if the state of Paul Stanley's voice is any indication lol) and also there's that story about Sean Schemmel passing out in the booth from screaming too much while recording GT. That's why I think screaming's the most demanding part probably.

Well, that depends on how any given actor feels like performing a character. I mean, did Wakamoto Norio need to turn in a master-class series of screams for Cell in Dragon Ball Z? No.
I imagine a lot of actors will tell you that Nozawa Masako had the hardest job because Gokuu isn't a standard character and thus requires a lot of filling-in-the-gaps to really make him likable.

I forgot, Goku Black. Nozawa makes it look easy but it must have been tough to create the voice of the character and be distinct and not just "Evil Goku."

Now regarding OP's question, several international voice actors have mentioned DBS Broly as one of the most taxing roles in their careers so far.
Some of them had to take a temporal break from any kind of voice activity because of the intense and almost non-stop screaming the character had in that film.
A little too late but yeah, I've been officially active in Kanzenshuu for ten years

Probably any character that requires a lot of screaming. Masako Nozawa has to do intense screaming for multiple characters and is front and center. Ryo Horikawa is doing the most too, but it’s just one character.

What everyone else said, and maybe some minor characters (can't think of any) that doesn't scream much but have weird and unconventional voices that are hard to maintain.

Goku. Not just because of the screaming, but the nuances of the accent and tone also.

Goku Black. That's the most recognized voice in japanese, the kindest one I'd say, and it had to behave like a sadistic psychopath.

I just remembered that casting-wise, one of the most demanding characters in the franchise is Majin Buu. He's somewhat difficult to cast because he needs an actor with a good vocal range for his forms.
There are few dubs like FUNimation and European Portuguese that didn't even bother and just assigned separate actors.

I change my answer, it's gotta be Broly. He is almost exclusively screaming. On top of all the challenges that come with voicing Goku, you also have to speak in a way that indicates both that the character is not Goku and that he is a god.

Akira Toriyama, DBS vol.4 joint interview with ToyotaroAt his core Zamasu is good like Shin, though I guess you could say he was so fastidious that it backfired. But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.
