Who has the most potential

I am curious to see which character has the most potential in Dragon Ball. Some character might have a lot of potential, but their motivation to train might keep them from reaching their best. An example of this are these characters:

- Present Gohan and Future Gohan
- Present Trunks and Future Trunks
- Present Goku and Future Goku


Basically they are the same person, but due to how they trained their power growth is very different along with their skills. Present Goku managed to surpass Goku Black a body from the future.

Skill can be developed. The potential of Goku's body is still there for Goku Black, but because it's stolen it's not intrinsic to him, he can't develop it like Goku and take advantage of it.

Didn't Toriyama already stated that Gohan is the one with most potential?

If were talking all characters, including villains? It would have to be Freeza as he only had to train 4 months to compete with the post-Boo arc Goku and crew.

Heroes? It would probably be Gohan as he was slightly stronger than Goku during the Cell arc despite Goku having nearly 20 years more training and taking it much more seriously.

Maybe a boring answer, but amongst the good guys, most definitely Broly and Gohan. Their entire character is bottomless potential basically.

Then you also got Goten and Trunks, which are criminally underutilized considering what their potential is. Youngest Super Saiyans ever, and they are reduced to just gags...

I think Gohan has the greatest potential. He didn't need to train for years and yet he was among the most powerful.

But Goku is also impressive. He was a low class warrior and was born with a very low power level, but he became the strongest through hard work.
