Who is the ruler of the DB world?

Who is the ruler of the DB world?

Kami watches over the world, but he doesn't really rule it.
Is the Dog King the ruler of the entire DB world? I feel that was implied with Piccolo Jr. taking over.

I believe we see the Dog King also in the Buu Saga but that may be filler.

And I feel that the RRA isn't the national/world army but a separate movement. Is there anything known about this? They don't feel government sanctioned.
