I know that I'm late, but I just found this article

<<According to the Weekly Shounen Jump vol.21 2008, Shueisya has started the production of new animation of Dragon Ball and One Piece. It is one of the special projects to cerebrate the 40th anniversary of Jump magazine. They will tour 10 major cities of Japan this fall and those new animation will be put on view there.>>

Has the anime been shown yet? Is there a preview or a trailer?
