UI is a multiplier of base like all the other transformations, not a fixed level of power. Where was that stated? It can be inferred. The timeslot isn't actually the reason for modern censorship. Toei has deliberately toned things down for western audiences.

I'd be down for light novels that cover stories outside Goku's crew. I highly doubt Toriyama would be very involved though in those cases.

It's a great way to tell self-contained stories about other universes though.
