I think they presented them as Whis' students, since when Whis applied his logo to them. Currently, Whis isn't training them anymore (Goku asked Whis to train him to better fight Black, but he refused), so they have no reason to wear the outfits with Whis' logo now.

The way I think of it (and try making sense out of it) is that in the Buu arc, Gohan was stronger than Gotenks ( I think). In Super, Gohan hasn't trained and had a huge power decrease.
