Kibito is of the same species as Shin but he seems to be more of a permanent attendant than a prospective apprentice like Zamasu. I imagine that in spite of his status he may still be qualified to at least function as a cardinal kai like the North Kai we're all familiar with.

I'm not a biologist but from what I'm reading, poisons frequently operate on a different metric than external temperature conditions. Didn't all of the Buus have the "M" insignia on their clothing? I think it's merely an identifying marker of who they are. Bibidi and Babidi seemed chiefly interested in keeping Buu under control rather than amplifying his power.

It has no connection to SSJ but aesthetically and mechanically it seems to take a lot of inspiration from transformations. Surely Vegeta would have enough decency to not diffuse anyone who isn't an enemy and doesn't wish to be physically and mentally torn apart. I can't think of very many people who would desire a condition like that outside of Kibitokai and possibly Nail.
