I'd say it makes total sense for the Saiyans to have a civilized society, they had advanced tech (attack pods and scouters) and they were businessmen (they sold planets). I would be quite surprised if they didn't have some government. And them having a monarchy actually goes along well with King Kai ...

Not at all, Super is far too comedy reliant most of the time (there's a reason why the more serious DBZ was more popular than the humourous DB) and besides, the power levels make no sense. Placement for some of the older movies is tricky, although I feel that The World's Strongest , The Tree of Might and Lord Slug should come before Goku's battle with Freeza, even if there are several characters who are inexplicably not dead.

In the Buu Saga Goku had SSJ3 and he still used SSJ2 more often than not. And in GT, he had SSJ4 and he still used SSJ2 and 3 unless he had an enemy that couldn't be defeated. Hmm, to be honest, I don't even really include Dr.Slump in my Dragon Ball collection as they're not really that related in the whole big scheme of things (especially if you compare it to Jaco) but I guess the smartest idea if you're including EVERYTHING would just to do it by publishing date
