Goku had never seen or fought FP Beerus, so his statement is null. Unless we are saying Goku, Vegeta, Gohan, Broly and Piccolo with their strongest forms are now stronger than Beerus in SH Arc onward and that's a major stretch, just untrue.

The DBS Broly movie and SH Movie and Arc seem to be working off of the Manga version of the ToP. Where Jiren was able to not only catch up to but outlast MUI Goku with Whis saying Jirens potential was immeasurable.

Goku, Vegeta, Broly and Gohan are no where near Beerus. Freeza one shots Goku and Vegeta. Even with Broly's power and Vegeta's god form Goku says Freeza's Black mode is "something else." That's another realm of power.

Goku had never seen Beerus full power, and neither has Shin. Beerus is still stronger than them. Only the current Fusions would give him a good fight. Broly went Berserk, then controlled it. Gohan Beast still had the edge on him, so this would mean Gohan Beast would be stronger than Beerus too and ...

Don't forget that the Battle of Gods movie was originally written and even animated with Super Saiyan Gohan, not Ultimate Gohan, and they just recolored his hair and aura for his short "fight" with Beerus in the 11th hour. The movie also didn't let Gotenks use Super Saiyan 3, either.

I often see people downplay Piccolo's assessment of Gamma 1 and 2 because he can't sense God Ki.

2-base theory never made sense to me, as it's essentially proposing that characters don't get to just be plain stronger or anything, nor rely on skill to make up a power difference.
