It doesn't matter, if you really analyze Dragonball Z down to the minutest detail, a lot of the stuff contained within them just don't make sense.

I don't recall Buu gaining any power after nearly dying, in fact, his power seems to remain constant, no matter what happens.

This is really a strategy/intelligence Vs. insanity ...

The Legendary Super Saiyan is supposed to be undefeatable. Broly was defeated three times.

Frieza is stronger than he was before. That much is stated. He says he could "probably" beat Goku as he is and as he remembers Goku. That's a statement he's only partially qualified to make, as, even though he's fought Goku before, he doesn't know how much stronger Goku is because he can't sense ki ...

I think most of us agree that a SSj2 would destroy Broly just like Cell and Bojack. Theoretically, movie villians get stronger each movie. Thus meaning Bojack was stronger than Cell and Broly, yet he was easily killed.

I'd have to say this was a tie.

First up, Cooler.

He's what Frieza should have been, with a kickass final form. He sounded far better too.

Secondly, Brolli. He has the maximum power and any villain that slaps arounf everyone that much ease is certainly top notch in my book.
