Though DBZBT3 is in many regards an upgrade to DBZBT2, I did like the fact that you could aim your special attacks in DBZBT2.

Super Dragon Ball Z 2 with added online support and a similarly sized cast (one of SDBZ' greatest strengths was its quality-over-quantity approach to the cast).

So, all the Kaioshin avatars show up in Chapter 29 of Victory Mission. The other missing avatars appear in this chapter too, but only the Kaioshin ones seem to receive names since the others literally only show up as background pieces in a single panel.
