Different enough to warrant the double post. In honor of the 5th anniversary, it seems Victory Mission is continuing...in some format.
I'd love a proper overview from someone capable of understanding it, but it seems the chapters are going to be uploaded to read digitally. Looks like we'll get one chapter a day as a countdown(?) to the new, chapter 29 on 11/19? Plus, maybe a special 5th anniversary chapter...? Unless the two chapters are one in the same...

That's a little disappointing, but I imagine it might be uploaded, too...eventually. I'm just happy we're getting some form of continuation, as I hate when plots are left unfinished. It also give a little bit of hope for names of the remaining (and new) avatars, since they at least have the potential to appear.

28 missions?
I thought there were only 27, not counting Gotenks special, the other special with Murasaki and Kid Goku and the Neko Majin special.
It's nice to see this back, but I wish they published this (and Super) on tankobon or something.

Nope, there were 28 monthly chapters, along with six other bits of bonus material of various lengths -- all documented here on the site.

since the site carddass is releasing Heroes chapter scans, is it necessary wrong for someone to translate them to English and give them away as well?

Right, I was rather confused, since they are being shown on Carddass for free, and if I translated them, I would be giving them away, though I think the line is to fine for me, I think it's one of those thing's where I'll leave it to someone else, which I think some group is already doing it. That doesn't work like that. It still has a copyright and still is owned by the Toei/shuesia or whatever company holds the rights. Whether it's free or for profit is irrelevant. Copyrights are about giving creators control and protection for their creations. Only the rights holder (presumably Shueisha) has the legal right to distribute their product. It doesn't matter what your intention is. You are not the copyright holder or a licensed distributor. People have been taken to court for freely distributing copies of music, TV, or movies. The judges didn't instantly throw out the case. And a lot of music and TV is already distributed for free via radio and over-the-air TV broadcasts, or even free streams.
Your Snickers example is also highly flawed. You aren't making copies of the candy itself, which I'm pretty sure Snickers would object to if you found a way to do so. Taking photographs of your own property is perfectly legal, and you already own the rights to any photo you take (unless you're in some contractual situation where you've given up those rights).
I'm not trying to comment on the morality of it, and I doubt Shueisha would bother enforcing it anyway. I'm just saying your argument probably won't hold up in court.

What do you think happens with Kanzenshuu, if they upload or tolerate some scans or clips, from which they don't own any rights? Well, TOEI or whoever owns it goes for them and I do understand why Michael and co.
don't want that kind of attention.
That's how it goes - even with Japanese scans of one whole chapter - you are sharing illegaly product that isn't yours.

You can't get them here now. Just because something was done in the past doesn't inherently make it right, and we're allowed to change and adapt with the times (and the C&Ds).

I hope the Original Super Saiyan, (the very first one mentioned by Vegeta, it may not be the very first EVER) and the Original Super Saiyan God are given cards to put an end to who they truly are. I consider Bardock a normal SSJ that Frieza feared, as it was witnessed by his ancestor. I think the original one that Vegeta first spoke of is a totally different person, and was the one passed down among the warrior race as a myth. If you want to throw Broly in there, I consider him having a genetic gene mutation or something, making that 3 Original or Legendary Super Saiyans in total, and 4 counting the original SSG.
