Could someone explain how it is possible that Ginyu is still alive or can even use his swapping technique?
Also, 52 x 30minutes... 30 minutes? Have press releases in the past given the wrong run-time? Dragon Ball Z Kai was given (69 x 26’) for the press release for Japan on Toei's European website?

Why wouldn't he be?
As for the swapping technique, I think someone revealed Tagoma's the one who swaps bodies with a frog for some reason. He might not have known the frog in question was Ginyu.

It's a long convoluted sentence, but かつて自分の特殊能力で蛙の姿になってしまい, そのまま残っていたフリーザ軍の最強部隊の隊長 is all modifying Ginyu, not Tagoma.
Also, you seem to be mistaking かつて/"previously, in the past" for かつてない/"unprecedented, never seen before". There isn't any mention of an "unseen" ability.

So I'll assume that Tagoma finds frog-in-Ginyu's-body and changes bodies with him, and gaining his 120,000 BP (maybe less, but still way more than his 20,000ish), instead of changing bodies with Ginyu-in-frog's-body, which would just turn him into a defenseless frog.

Despite the fact he went immediately to Earth after achieving his new form without get used to it, he recognizes that his Army is a bunch of weaklings, so why not a take a little more time to go around the universe recruit more powerful troops? What 1,000 ants can do against dinosaurs? Then people wouldn't just complain about things like Piccolo struggling with Shisami and etc. We could see not only the humans, but Goten, Trunks, 18 and even Boo fighting with them too

I want to see 18 and Buu get to fight so badly in reF. 18 because Freeza killed Kuririn in the original Freeza arc and that puts motivation on her part, and Buu because Buu's got fun powers.

He did this in Toriyama's script. That's where Shisami comes from.
