Fans who studied the Manga concluded that Chibi Boo is weaker, whereas the far majority opinion is that he's stronger, due to the Dub and Anime stating he was irresponsibly. This is my theory, Kid (Junsui) Buu got stronger after absorbing the Southern Kaio-Shin but when he absorbed Dai Kaio-Shin, he got weaker (not as weak as Kid Buu weak), not evil and gentler. After Grey Buu absorb Majin Buu, he still a bit gentle but is fully evil. After becoming Kid Buu, he lost his insane surpression. So he is weaker but more dangerous.

The problem lies in the lack of me being Japanese. I use "Chibi" because that's what people recognize. I don't particularly like it, but it's one of those terms I don't feel the need to take a stand against (like "Mystic"). Its pretty clear
He starts off as super buu, the rip out buu from inside him.
He starts getting stronger, this is buff buu, the buu after the south kaioshin was absorbed, then he reverts back. Its explained on the very next page of the manga as the reverse process of how buu absorbed the kaioshins and became fat buu.
Goku says they can take him, then later its stated that SSJ3 can destroy him,
something goku was adamant about them not being able to do a few chapters previous.
