Yes, but he made up one of the years with all his time in the RoSaT up through Cell. Supers manga also had him and Vegeta spend 3 years in a "new" RoSaT. If that, or at least something similar (more time in Whis' staff?), happens in the anime, then Goku is almost back to his normal age.
One out of 8. You can't spend more than 2 years total in the RST. Goku and Gohan didn't even spend a full year if I recall.

For the other (potential) three years, The manga adaptation of Super calls it a "new" RoSaT, which means the rules could be changed, or as I suggested, they could use an alternate location in the anime. The inside of Whis' staff was already introduced as a training spot in the anime and was mentioned to have an alternate flow of time similar by comparing it directly to the RoSaT. (Could be foreshadowing.)

Would the Japanese really complain if Goku and Vegeta were pushed aside for other characters? It seems western fans actually WANT to see the other characters shine and don't want Goku/Vegeta constantly hogging the spotlight.
I mean I don't get it, Goku does nothing for about 60% of DBZ's episodes anyway. He's out of commission for most of the Saiyan arc, the entire first half of the Namek arc, most of the Cell arc, and it only switches focus to him again toward the end of the Buu arc. Its like we already haven't seen this happen.
I still find it funny when Son Goku and His Friends Return came out in 2008, you had people here that was like "Hey does Goten and Trunks get the spot light! Vegeta and Goku should be fighting!". Now people do not want Goku and Vegeta because they are over used .

20x times as much new material has came out since 2008 Special and all was dominated by Goku/Vegeta. Hardly surprising people complain

I'd say the new material feels more ensamble character based than it just being the Goku and Vegeta show. I mean, yeah, Goku and Vegeta take a good chunk of the spotlight, which would in all cases be natural considering they are pretty much the main characters of the franchise at this point, but that hasn't prevented guys like Gohan, Piccolo, Krillin, Tien, Jaco or even Roshi from getting any significant screen time. Hell, with the way the Champa arc is setting up, there are no guarantees that Goku and Vegeta will be the centre of attention.

Going to have to agree with Beerus here, especially with the bolded characters. The material from 2008 onward has definitely gone out on a limb to make characters strong who were weak even in the Buu saga.
Dragon Ball isn't a legacy series. It has never been a legacy series and ultimately gave up ever even entertaining the thought twenty-two years ago. It will never be a legacy series. Dragon Ball will always be about Son Gokuu because there is no person better suited for the role under the hand of Toriyama Akira.
I did not understand the mentioning of Dragon Ball Heroes and Dragon Ball Xenoverse. Both are not intended to be a follow-up to post-Buu. It would make more sense if you had mentioned Dragon Ball Online, which I would totally disagree with you. Dragon Ball Online is the perfect continuation that the Dragon Ball franchise could ever get. It follows the manga plot and it even says what the main characters ended up doing in their lives after some years. Dragon Ball Online is a great addition in every way.
Also, Dragon Ball Z: Yo!! Son Goku and His Friends Returned! and Dragon Ball Z: Battle of Gods (extended version) are also good stuff to add.
Dragonball Heroes, Xenoverse, Online, etc. may not all be main continuations of the franchise (they're videogame spinoffs obviously), but there's been a lot of new story material and characters that they can't just be brushed under the rug.
Stuff like time patrolling Future Trunks, Dabura's Sister, the new Super Saiyan forms for everyone, etc...its still new stuff.
