Piccolo died to protect gohan, wasnt meaningless.

Also, the writing test hasnt started it.So my guess is someone will definitely fail it from u7 team and gohan will replace them.

As people have already mentioned, there's a theory based on three wishes to Porunga: Bring Piccolo back, split Kibitoshin and bring the Namekian Book of Legends. I support that theory, at least. If it comes to pass, then those wishes are consequences. Shock value is the bare minimum. In the end, though, this is just another one of those questions that we really just have to wait and see to answer.

Maybe Piccolo dying will be one of the factors that lead to his power boost in the next Arc.

Perhaps being killed by a being on par with a SSG is the push he needed to go further himself. He's still a fighter at heart and isn't exactly new to the idea of godly ki, being that he did fuse with Kami who could sense the heavenly ki of the Kai's and the Guardian of Earth is capable of sensing Godly ki, as evidenced with Dende who confirmed Goku's status as a SSG. It's entirely possible that, once brought back from death and with the introduction of the Namekian Legends that may begin with the Dragon God Zarama. Perhaps through this Piccolo discovers a means for even Namekians to use Godly ki, which isn't implausible given Whis' explanation on how it can be obtained. So it's not limited to just just Goku and Vegeta.

Will Piccolo become a god? I have no idea. But he may possibly achieve power comparable to that of Golden Freeza which, while not godly, it did have similar characteristics. Enough that he could sense Goku's SSB ki. Maybe Piccolo will evolve to a new state. Maybe he'll become something like a Dragon himself and obtain a godly form. Or maybe he'll discover some way to tap the power of the Super Dragon Balls surrounding the Nameless Planet and use their energy to make himself stronger, if only temporarily.

I would really like to see Piccolo become relevant again. Gohan is pretty much done. Sad as that was, I hated Piccolo getting sidelined even more. It was funny having Piccolo babysitting Pan, but he was Goku's first rival and he was always one of the strongest in the series until Buu Saga relegated them all to ball-warmer status. I hope Piccolo gives us something good for the God Tournament and isn't just there as a spot filler.

Maybe he'll learn how to go kaioken times 20 from King Kai.

Second rival, to be exact.
Even in the buu saga, although he didn't fight , he was still one of the strongest beings up there, only outclassed by SS2's & fusions. Seeing how confident he was at tournament, he must've catched up to CG SS gohan at least.

But RoF is plain pathetic, like dropping someone from PC level to namek goku level, & the someone being piccolo, hell, ridiculous.

Only one who may fail is either goku or monaca, others will pass the test easily.
I don't think goku will fail, so it points to monaca.

But that'd not make him anywhere near saiyans.

Doesn't Kibito Kai tell Porunga to separate them, so they are once again Kibito and Supreme Kai?

If the wish for that requires two wishes and the third was used to revive Piccolo, that would make the Namekian Dragon Balls unavailable for the time being.

.
Why do people forget that Goku received education from Roshi and it was even a plot point in the 22nd Budokai about how the Crane hermit only teached his disciples how to fight while Roshi was different? Anyway, I'd think that the one failing could be Buu. And I'm expecting someone to fail, otherwise I don't see why the written exam would be getting a chapter in the manga.
