It really does look paper-and-ink to me too. I could be wrong though; I don't know if there's a way to tell completely.
I really like this one-page comic; I'd like to see more of stuff like this in the future; I'm enjoying those SD designs for Gokû and Vegeta. XD

I really, really need clearer pictures of the Katsura and Watsuki drawings from that book. I am so, so glad they both ended up doing art for it after all. Katsura's was a given (I notice it's in color too, is it kind of the central picture or something?), but Watsuki's was a great surprise.
