7. Tao Pai Pai (He was still power pre-cyborgification. Which might I add, is not a word.). Famous for his assassination skills, very powerful, but is defeated by both Goku and Tenshinhan
8. Crane Hermit. A master of the same style as Tao.
9. Videl. Able to train with an older Gohan, and participates in a lot of vigilante justice. A powerful fighter who was able to support the Z Fighters better than many other humans. Plus flight.
10. Grandpa Gohan. Trained under Roshi, gave Kid Goku a challenge during Fortuneteller Baba.
11. Chi-Chi. Powerful in her own right, but Chi Chi also trained with Goten until he went SSJ
12. Bandages the Mummy. Was a serious threat to the Dragon Ball teams victory. Very powerful, defeats Yamcha.
13. Sky Dragon. Gives Goku a decent fight. Is in the tournament semi-finals in Bojack, albeit much older.
14. Bora. The chief of the Karinga Tribe, a very powerful man blah blah
15. General Blue. Hypnosis, serious strength blah blah.
16. Nam. Fought against Goku, did well, blah blah, consistent Tournament competitor, but is beaten by Tambourine and isn't seen very much after.
17. Doskoi. Beats an aged Sky Dragon in the Bojack tournament. This should imply that he's at least pretty powerful.
18. General White. Very Russian.
19. Mr. Satan. Won the Budokai fairly at least once, this has to count for something.
20. Ninja Murasaki. Not so much powerful as he is skillful, against regular humans, he'd pose a threat. Though he isn't smart, he and his brothers are decent fighters by human standards
21. King Chappa. Another world tournament winner. He is eliminated in the prelims in the second tournament though so his skills must have faded, possibly due to having like, four kids.
22. Ox King. We don't see Ox King do a lot of fighting, but he did train with Grandpa Gohan and Roshi. He managed to claim Fire Mountain as his own, however, he is never shown doing much.
I would have included Spopovich and Yamu pretty high on this list but I don't think they qualify with Majin Magic. Otherwise I'd place them around Chiaotzu level.
Why is Videl and Satan so high ? Those two ain't touching someone who is around BODB Goku level.And Chappa and Chi Chi is way too low.
Videl trained with Gohan, that's something. We already know she can beat gang members, and she made it at least passed the qualifying round for the tournament. She can form consecutive minor ki blasts, which leaves me inclined to believe that due to Dragon Ball's law of ki blasts and power meaning you're stronger than technique (unfortunately), she's pretty powerful.
Satan won a tournament, he's actually a capable fighter, he's just out of his league when it comes to stacking up with a Z Fighter. Being a tournament winner leaves me to believe that he's got some skill, enough to win, and that's assuming none of the other DB Tournament alumni participated.

Why does training with Gohan matter ? It's not like they spar each other that Videl would get way stronger,Gohan only taught her how to fly and control her Ki.And beating criminals is nothing,BODB Goku with a mere PL of 10 can kill dinosaurs and wolfs with ease.And firing Ki blast or flying doesn't mean anything,Dende can fly,but he was weaker than Satan,Yajirobe can't fly or fire ki blasts but he was stronger than Kami or Piccolo Daimao who can destroy an entire city with a ki blast.
Satan winning the tournament doesn't mean anything since the participants to the tournaments he won don't have any strong people unlike back then.BODB Goku can break large boulders with ease whereas Satan barely destroys 15 piles of tiles.Not to mention he almost got killed by a gunfire.
It's better to say pure humans from Earth, because even saiyans and everyone else are humans, on the other hand we have Gods. It's not fair to count Oob because he's reincarnation of Boo. Kuririn is the strongest one.

Eh I don't like the whole just cause Tien is being shown to be more serious and always training = more stronger than Krillin. Krillin is so versatile while tien is not. Krillin's a busy guy.
Who's to say Krillin isn't training with 18 and Roshi all the time. Cmon Tien just has Chiaotzu, not a great training partner compared. And uh Tien is alien
Krillin even created one of most deadly techniques out there where so many people copy. You don't see Vegeta doing kikohos. He also witnessed so much shit out there on the battlefield compared to tien.

We followed this cast forever, only for this little kid to be introduced in second to last chapter and be the focus of the ending. I always felt so empty knowing that that is the "canon ending" to this awesome series i'm fanboy of.
Then include GT, it has an excellent ending. People may not like it, but it's the better ending of the two.
