The "stupidity" mostly came from Vegeta and Krillin but in Vegeta's case he's just him being Vegeta. Stupidity in Cell arc came from everyone and Kuririn had the best reason for it. His "bitching" about fighting the artificial humans is actually smart, seeing as how the rest of them got destroyed by them. How the fuck is that stupid? They had no chance. And Cell arc deserves all the bitching it can get. It's riddled with plot holes, stupidity and ooc moments. It's one overrated mess of an arc.

I like his portray throughout the entire serie. He doesn't even change much in DBZ.
Vegeta
Best: Saiyan - Freeza arc. He was just so ruthless and evil and I loved it.
Worst: Cell Games arc. Even if he showed signs of change when he attacked Cell after he killed Trunks, Vegeta was pretty much a background character during Cell Games and even if his Big Bang Attack helped Gohan beat Cell, his stupidity also caused Gohan to hurt his arm badly. That doesn't mean I disliked Vegeta during Cell Games, but I preferred him in the other sagas (I liked him a lot from Trunks Saga until Cell Games start)
Gohan
Best: Future Gohan. He was just too badass and dies like a badass.
Worst: Dragon Ball Super/RoF. He's just garbage. Hopefully he will be redeemed.
Piccolo
Best: Android Arc. Because I loved to see him becoming stronger than everyone when fusing with Kami and he had epic battles against Android 17 and Cell.
Worst: Buu arc. He became too useless and was mostly used for jokes.

Obviously, Krillin's decision was contextualized and motivated, and also had a logical basis (Cell was losing with Vegeta and was no longer an unstoppable threat), but so are even the other "stupid" decisions (including that of Vegeta), except Gohan, maybe. And the arc has not more defects of most of DBZ

I don't really think they're is a best Goku for me, he's just Goku. He's treat most of the time. He's fun and great with rarely any blights.
Worst Goku is the later Goku who puts his own selfish desires over everyone else, and nobody cares. It's frustrating. Take F after all the shit that's happened, and Goku didn't learn anything. I'd be pretty pissed if he and Vegeta could have just worked together to end the problem, but instead let their desire screw the earth. Then nobody gave a crap. It is frustrating Goku and Vegeta can do whatever they want, and everyone just goes with it. It's terrible.
Vegeta
Saiyan arc and Namek arc Vegeta is my favourite. Where Vegeta is still cold and calculating, and not being as dumb as he gets later. He's a lot of fun, and he's a serious threat. When teaming up with Gohan and Krillin it's scary to think they're next to the guy who could dispose of them in any moment, since Goku isn't around to protect them.
Cyborg arc. Everyone knows this is Vegeta at his worst. He's annoying, whiny, and he keeps causing his own problems. The most satisfying parts is when he gets his shit stomped. Now Beerus is a similar annoyance, except nobody make him eat humble pie, so he's forever annoying.
Gohan
Boo arc is definitely where his personality shines the most. From the dorky Saiyaman to the cool Ultimate Gohan. He's not as passive as he once was, while also not as useless. The sad part is his build up went no where and he's been in the gutter since. Hopefully with Super training him, he uses the elephant in the room to power up.
Super is definitely the worst considering how bland and how much of a joke they made him. It wasn't til the end of the F arc they finally might be setting something up, but I wouldn't hold my breath. Cell arc is a close second as while his moment was amazing, it wasn't built up well. Don't know why people complain about SSJ2 when the point is the form is bringing out his saiyan lust, like how SSJ affected Goku, but whatever.
Piccolo
Best was probably in the saiyan arc where he was playing things smart, and being a leader to the other earth warriors. Though fusing with God is probably my favourite moment for him.
23rd Tenkaichi Budokai since he's like a whole other character there. He's a boring clone of his dad. Super in second for worst though for bringing him in and throwing him to the side.
Krillin
Like Goku, Krillin is always good in my book, he doesn't really have much bad.
I guess worst is Boo arc since he didn't get to do much. He had a funny match but that's about it.
Bulma
Best was probably the Red Ribbon Army arc for me. I thought it was fun.
Worst is Freeza arc and especially it's filler. She was no joy there, and her time felt utterly pointless.

Best was his own arc of course
Worst is the F arc. Freeza was long surpassed in the movies, so of course he's a joke then. It was funny and felt good to see after such a scumbag he was. F he finally comes back, and he's a moron.

90% of all these decisions are explained, contextualized, and inextricably linked to characters's personality, is sufficient to analyze them carefully. Goku looked best when hit Namek, before all the bulk (you'd be forgiven for thinking he has cleavage in some of the later stuff). This goes for his Super Saiyan form, too.
Gohan was cutest when he had a bowl cut on Namek.
Vegeta's always okay, but the Cell saga suit has the stink of regression on it. Didn't help that they reused it for Battle of Gods.

Goku: Red Ribbon Army arc, he had the most development in that arc, God & God (movie) and Saiyan arc are tied as second best.
Vegeta: Definetely the the Majin Bu Arc, highlights being Majin Vegeta fights and his Nº1 speach.
Future Trunks: His TV Special, this is the only instance where I think the anime did something better than the manga.

-worst: Freeza arc, he doesn't even get the token "cool Tenshinhan moment" every other DBZ arc had.

-worst: ....... he became a glorified Puar the rest of the series.

-best: Super; actually it's probably one of the early DB arcs If I'm being honest, I just wanted to throw DBS a bone, and I like the Bulma-Vegeta relationship they are showing there as well as her interactions with Jaco.
-worst: Boo arc or any of the Tenkaichi Budokai arcs, she is just there in those

-best: Super; actually it's probably one of the early DB arcs If I'm being honest, I just wanted to throw DBS a bone, and I like the Bulma-Vegeta relationship they are showing there as well as her interactions with Jaco.
-worst: Boo arc or any of the Tenkaichi Budokai arcs, she is just there in those

-best: 22nd TB, great closure to his story.
-worst: I don't know, any of the DBZ arcs could work here.
Then we have a lot of early DB characters who worked well in the debut arc but didn't do much after that (Oolong, Puar, Lunch, Uranai Baba, etc.) and characters who have been there just for a couple of arcs so I didn't feel like naming them(18, Boo, Goten, Trunks, Satan, Videl, etc).
