Nope, Gotenks isn't sensed in the Kaioshin realm until he and Piccolo escape when he's SSJ3.

Goku felt the huge ki of super buu, and after about 1 hr, it suddenly disappeared.
He said that because it is mysterious that buu's ki just vanished and the ki of his supposed opponent (gotenks) isn't even there.

it is like goku doesn't even know why'd buu's ki disappear when no one can kill him.

- Alright, let's adress the elephant in the room. Your power levels get way too high way too quickly. Acording to Beerus, Gokuwould still need Super Saiyan to beat Freeza. If I had to point out where your numbers get out of control, It'd be the "Vegeta & Trunks vs. 2nd Stage Cell" part of the Cell arc.
- Super Saiyan 2 should be a 100x boost, not a 200x boost.
- Piccolo himself has stated that Kaioshin is stronger than him.
- According to the guidebooks, Kibito should be more-or-less on par with base Gohan.
- The guidebooks heavily imply that Gotenks only surpassed Vegeta after his session in the Room of Spirit and Time.

Here's a description of the Saiyans' battle ever since it started:

Earthlings vs the Saibamen

Spoiler:

Tenshinhan - 1'830 - a decent power level to start with, which is enough to defeat the Saibaman, who dies at the hands of Vegeta.
Saibaman - 1'200 -> 732 -> 0 - after losing his battle against Tenshinhan, Vegeta kills him with a vaporizing and effortless blast.

Yamcha - 1'480 -> 0 - he's at a level that challenges Raditz, and is more than capable of dealing with the Saibaman. Suicide kills him though.
Saibaman - 1'200 -> 925 -> 1'850 -> 0 - His power drops from damage against Yamcha, and then increases 2 times to kill him through suicide.

Krillin - 1'083 -> 1'770 - enraged by Yamcha's death, he doesn't hold back on his power, which is more than halfway towards double the amount (~1.6)
Saibaman (3) - 1'200 -> 0 - most of them get killed by Krillin's attack, which targeted the Saiyans as well, although there was one left to be killed by Piccolo.

Piccolo - 1'220 -> 1'830 - Piccolo uses a mouth blast with 1.5 times his battle power, which isn't close to full yet. The Saibaman gets killed in the process.
Saibaman - 1'200 -> 0 - this is self explanatory. His power is lower than Piccolo's even before the mouth blast, which is from his suppressed state.

I'll edit this post to describe Nappa's battle with numbers in the future.

Goku vs Vegeta

Spoiler:

Goku - 8'000 -> 16'000 - he uses Kaioken x2 to bring out power that he can control, and whatever loss in power is quickly recovered, to make things simpler.
Vegeta - 18'000 - after he shows the true power of a Saiyan. Even if he took hits, they were not as damaging to bring his power down, which increased to dodge KKx2.

Goku - 8'000 -> 24'000 - he uses Kaioken x3, which is 1.5 times higher than KKx2, so I'll use it to describe his power loss. Goku's power decreases to 5'333.
Vegeta - 18'000 -> 6'000 - Vegeta could have been damaged by twice the amount of Goku's increase in power, which brings us to 3 times less than his original power.

Goku - 5'333 -> 16'000 -> 21'333 - he uses Kaioken x3 to match Vegeta's GG, and then goes over to KKx4, and because it's 0.75 times less than before, Goku is now 4'000.
Vegeta - 6'000 -> 16'000 - he uses Galick Gun, which could have been 0.375 times less than his battle power, making it increase to match Goku's before Kaioken x4.

Goku - 4'000 -> 20'000 - the last number is Goku's hypothetical Kaioken x5, which sets the lowest that Vegeta can be as an Oozaru, if not higher.
Vegeta - 6'000 -> 4'000 - a sensible point to lower his power with the artificial moon, since Full Power Gohan (2'800) is still below him for when Vegeta reverts.

Oozaru - 40'000 -> 36'000 -> 3'600 - the only damage that Goku did was to his eye. Fortunately, this was kept when Vegeta reverted from Oozaru.
Gohan - 2'800 - I'm taking a shot at it, but this is Gohan with his power unleashed, which isn't considerably lower than Vegeta's, nor enough to beat him.

[After thinking about it for a long time,i finally decided to have Nappa as 7,000.But what makes me finally put him at that level is how Goku wasn't able to blitz him as he used Kaioken to catch up with him.And his signature attack also was stated to be able to deal serious damage to Goku have he not deflect it.Raditz,Nappa etc was implied to not being able to control their ki unlike the earthlings.Raditz was shocked how Goku went from 416 to 926 with his SUper Kamehameha.In short,Nappa's blast that was going to deal damage with Goku should only be at 7,000.]

Here's a description of the Saiyans' battle ever since it started:

Earthlings vs the Saibamen

Spoiler:

Tenshinhan - 1'830 - a decent power level to start with, which is enough to defeat the Saibaman, who dies at the hands of Vegeta.
Saibaman - 1'200 -> 732 -> 0 - after losing his battle against Tenshinhan, Vegeta kills him with a vaporizing and effortless blast.

Yamcha - 1'480 -> 0 - he's at a level that challenges Raditz, and is more than capable of dealing with the Saibaman. Suicide kills him though.
Saibaman - 1'200 -> 925 -> 1'850 -> 0 - His power drops from damage against Yamcha, and then increases 2 times to kill him through suicide.

Krillin - 1'083 -> 1'770 - enraged by Yamcha's death, he doesn't hold back on his power, which is more than halfway towards double the amount (~1.6)
Saibaman (3) - 1'200 -> 0 - most of them get killed by Krillin's attack, which targeted the Saiyans as well, although there was one left to be killed by Piccolo.

Piccolo - 1'220 -> 1'830 - Piccolo uses a mouth blast with 1.5 times his battle power, which isn't close to full yet. The Saibaman gets killed in the process.
Saibaman - 1'200 -> 0 - this is self explanatory. His power is lower than Piccolo's even before the mouth blast, which is from his suppressed state.

I'll edit this post to describe Nappa's battle with numbers in the future.

Goku vs Vegeta

Spoiler:

Goku - 8'000 -> 16'000 - he uses Kaioken x2 to bring out power that he can control, and whatever loss in power is quickly recovered, to make things simpler.
Vegeta - 18'000 - after he shows the true power of a Saiyan. Even if he took hits, they were not as damaging to bring his power down, which increased to dodge KKx2.

Goku - 8'000 -> 24'000 - he uses Kaioken x3, which is 1.5 times higher than KKx2, so I'll use it to describe his power loss. Goku's power decreases to 5'333.
Vegeta - 18'000 -> 6'000 - Vegeta could have been damaged by twice the amount of Goku's increase in power, which brings us to 3 times less than his original power.

Goku - 5'333 -> 16'000 -> 21'333 - he uses Kaioken x3 to match Vegeta's GG, and then goes over to KKx4, and because it's 0.75 times less than before, Goku is now 4'000.
Vegeta - 6'000 -> 16'000 - he uses Galick Gun, which could have been 0.375 times less than his battle power, making it increase to match Goku's before Kaioken x4.

Goku - 4'000 -> 20'000 - the last number is Goku's hypothetical Kaioken x5, which sets the lowest that Vegeta can be as an Oozaru, if not higher.
Vegeta - 6'000 -> 4'000 - a sensible point to lower his power with the artificial moon, since Full Power Gohan (2'800) is still below him for when Vegeta reverts.

Oozaru - 40'000 -> 36'000 -> 3'600 - the only damage that Goku did was to his eye. Fortunately, this was kept when Vegeta reverted from Oozaru.
Gohan - 2'800 - I'm taking a shot at it, but this is Gohan with his power unleashed, which isn't considerably lower than Vegeta's, nor enough to beat him.

You have lowered vegeta's power too much BEFORE beam struggle. It makes no sense for vegeta to be 6000 & galick gun to be 16,000. I think you must put pre-beam struggle vegeta at about 16000 & galick gun at either same or 18000 with goku being equal to him.

Also, you are neglecting the MASSIVE power loss of vegeta due to beam struggle. Then the drop of power from moon was also significant.
Then the damage taken in Ozaru is OK i guess, as it wasn't much. Also, vegeta must take a huge drop in power AFTER tail cutting. Everytime an ozaru gets tail cut, his power drops massively, and mostly falls unconscious.

Then the incredible power loss from spirit bomb, and the fight against ozaru gohan gohan falling on him.
