Revival of F saga vs. Garlic Jr saga vs. Super 17 saga
So which saga did you think was the worst? Both of these three sagas share the same idea of a character from the past returning to become stronger than they were before. These three sagas are pretty dislike from the fandom too. I find all three pretty boring to watch. ROF saga in Super remade the movie into something with boring fights and bad animation. Garlic Jr saga was pretty pointless and had no real impact on the DBZ storyline. Super 17 saga still makes me angry and I consider to be the worst out of the three in my opinion. Super 17 saga felt lazy since they brought back all of the villains from Hell and just give them cameos. What's the point of bringing back everyone if they are just going to give them cameos just to be killed off quickly?
Not to mention I still hate how they handle the team up with Cell and Freeza in the Super 17 saga. They also had Piccolo be used as a plot device when Goku could have use different ways to escape out of Hell like ask Kibitoshin to get him out of Hell. I think having Piccolo die and stay in Hell forever seems like a bad way to end his legacy. I feel like that he should have been living with King Kai since he will probably be happier over there instead.

I wouldn't include the Revival of F saga so between the other two, The Super 17 Saga brought more plotholes than favors to GT. I didn't like it as much when I saw it for the first time.

It's like choosing between tuberculosis, malaria and dysentery. They all have their pros and cons against each other, but all together, each one of them is a horrendous experiences you would never in your lifetime would want to go through.

All of these Arcs had major hiccups. It's like choosing between Shawn Bradley, Kwame Brown, and Rasho Nesterovic (3 horrifically bad NBA players who all made the league because of their size, and not skill). Neither will get you to the next level. All will warm your bench, however.
The Garlic Jr Arc at least was different in the way that the Z fighters proved they didn't need Goku or Vegeta every time a major threat came to the Earth. I always wondered what happened to Tenshinhan during the Garlic Jr Arc though.

Garlic Jr Saga wasn't that bad... in fact, I thought the plot/story was better written than the Majin Boo Saga. It's only issue is it's filler and the art/animation appeared much cheaper than usual.
Super #17 was lame like most of GT but Resurrection F Saga was bad... really bad. They coulda fixed the movie it was based on but nope, they made it worse... much worse so it gets my vote.

I would have to rewatch them all to get a clear and solid stance on them.
Every time I rewatch Z, I skip it. I was watching through Super with my girlfriend, but I decided to skip the RoF arc. We're in the middle of watching through GT together, and we're not going to skip the Super 17 arc.
Since I haven't watched any of them recently, I can only base this comparison on the raw facts of each of them:
Garlic Jr. arc:
- Character selection is both lower than the Super 17 arc, and less to my taste than the Resurrection F arc
- Can be flat out removed with no explanation needed to account for any details of its plot
- 10 Episodes long
Super 17 arc:
- Has a fucking huge selection of characters; outshines the other two by far
- Leads directly into the next arc
- 7 Episodes long
Resurrection F arc:
- Character selection is lower than the Super 17 arc, but more to my taste than the Garlic Jr. arc
- Bridges the gap between itself and the preceding arc, and introduces new plot details relevant to the following arc
- 13 Episodes long
I guess then that I would rank them:
Super 17 arc > Resurrection F arc > Garlic Jr. arc
Super 17 is both the shortest length, and it has the most characters. It also leads into a much better arc. This places it in first for me. Resurrection F is the longest, but I enjoyed the characters it had a lot more. The initial slice of life episodes are also pretty solid. Garlic jr. is last, naturally. Again though, I'm not sure how justified this ranking really is, and I won't until I rewatch all three. That'll be quite some time.

Haven't seen DB Super yet, and I just finished the Baby arc of GT, so I can't give any opinions on either the Revival of F arc or Super 17 arc.
One of my biggest issues with the Garlic Jr saga is the Black Water Mist. What kind of logic is there in the idea that it loses its effectiveness seconds after reaching an area, but stayed until the holy water cleaned it out?

Found out Beerus ordered Frieza to kill the saiyans.. Super ticked about it being canon now...

Like that the bad guys get to see how bad ass all the Z warriors are now and they get to get some revenge on them like those Saiybamen.

Revival of F has a movie to be miles above garlic jr and super 17, but even in Super, "filler" episodes are awesome and thing that make difference in quality.
Garlic jr is filler, so it can be easily ignored, but the " arc" itself has some nice slice of life episodes, it's just the fighting that drags on forever.
Super 17 has a cool design, but that's it, it's garbage like the rest of GT.

Vegeta's ass kicking to Golden Freeza and Goku and Vegeta's character interactions when they were training blows everything on Garlic Jr and Super 17 Arc in my opinion.Animation and Goku vs. Freeza are the main problem for the ROF Arc.If it wasn't for that,it would be at least mediocre.Even if you have the Garlic Jr and #17 Arc a One Punch Man tier animation,the arc would be horrible.

The first half of the RoF saga was good and the latter half had a few decent moments. That ranks it as the best for me.
The worst would be the Super 17 saga which was probably a few episodes shorter than it should have been.
