It's not impossible that the production desk wants Episode #39 finished as soon as possible. If Ootsuka had been available sooner he might not have had to work on his shots so late into production. Getting the episode to every station on time, moving on with production so that work can begin on the next episode. There's quite a few reasons. I'm one of the weirdos that actually likes Yamamuro's art, but I think I much prefer the way Iseki and Ken draw the characters. That drawing of Vegeta is very good. Given that he's drawn a speech bubble over it, I'd say it's a pretty safe bet that it's just fan art.

It's basically Vegeta playing off of Goku's catchphrase. Goku goes "Ossu, ora Goku!" meaning "Hey, it's me Goku!" in the Japanese version. So Vegeta is saying something like "Hey, you earthlings!
