Google translate doesn't seem to make it sound like he is saying anything about rushing, basically " One cut left, I'm going home today" or something like that. If he is rushing I'm not so sure it would be Dragon Ball Super since the episode he's working on is still like 11 days away.
Yea its weird, google says nothing about rushing while bing translator hints at rushed work. Confused.

It's not impossible that the production desk wants Episode #39 finished as soon as possible. If Ootsuka had been available sooner he might not have had to work on his shots so late into production. If The next important episode Ootsuka can work on has a finished storyboard in time for Ootsuka to still be available he should have more time to work on his shots.

Why exactly would they want it done more than a week before it airs?

Getting the episode to every station on time, moving on with production so that work can begin on the next episode. There's quite a few reasons. The idea is to typically have episodes finished so that the production supervisors can stop worrying about them as soon as possible.

I love his line work. Characters almost look like mecha, which he specializes at, but it's so much more pleasant than Yamamuro's lines.

I'm one of the weirdos that actually likes Yamamuro's art, but I think I much prefer the way Iseki and Ken draw the characters. That drawing of Vegeta is very good. If it is a part of episode 39, maybe it is a flashback? Or, if I'm allowed to dream, it's part of something for a later episode?

Given that he's drawn a speech bubble over it, I'd say it's a pretty safe bet that it's just fan art.

Waiting on a friend to translate the tweet, as well as confirmation for what cuts he did for episode 5.

It's basically Vegeta playing off of Goku's catchphrase. Goku goes "Ossu, ora Goku!" meaning "Hey, it's me Goku!" in the Japanese version. So Vegeta is saying something like "Hey, you earthlings! It's unquestionably me!"

Goku responds something like "Thats... That's my line!"
