The original announcement - which is language from the production staff itself (well, actually, directly from Toriyama!) - was ゴクウブラク (goku buraku), specifically in katakana.

Actually, it's been both now. It was written in katakana for the first announcement, but with this magazine reveal, it's now written in kanji. We'll have to wait and see, I guess.

it is goku black. However from the new episode title, I guess you could say he is an enemy/evil

I'm now almost waiting on this being another Super Saiyan God Super Saiyan/Super Saiyan Blue conundrum, where different areas of official media use different naming schemes. :P

The scan is for episode synopsis and provisional title. I am guessing that is just a fancy way of naming the episode, because they probably would make trunks says Goku black in the episode itself. So it is a reveal for the people who are strictly watching the series without looking or knowing about any announcements. Again, this is all my speculation.

It does say in the listing 黒き新たな敵 which means "A new black opponent". (Note: If they wanted to say black person they would've used 黒人 so I would guess this Goku is literally black)

I was never too fond of the name. Then again, I'm not very fond of the whole dark Goku concept - if it IS an evil version of Goku, that is.

It's really no different than how the name "Super Saiyan Blue" uses the English word "blue", but when talking about it people will use the Japanese word aoi to describe it. Likewise with the Red Ribbon Army's symbol being described as an akai ribbon when they first appear. Toriyama calls this new character "Goku Black" using the English word "black", and all indications are that this is the character's proper name. That the tentative episode title describes him as a "black new enemy" using the Japanese word kuro doesn't change this one way or the other.

Because his movie fits nowhere in the story and having show up would confuse people (Not to mention he was in a movie from 25+ years ago. So the younger and casual fans probably have no idea who he is). Not to mention Tullece is just a Saiyan that looks like Goku, not a evil Goku himself. I think Tullece is more closer to Radditz than Goku if you ask me.

Tullece is non canon
