I still think Freeza's ego made him sound like that he is the strongest in the universe. As a powerful emperor, he knows that some forces that he can not fight against. Even Vegeta said that he is the strongest in the universe when he know that at the time that the Ginyu Force and Freeza are stronger than him.

I think that has more to do with Toriyama's lack of foresight than anything about Vegeta's character.

Considerig Kaioushin thought of Freeza like a nobody but wanted the others to fight as a team against Babidi's henchmen I would not say it is so sure. If we count Freeza's incredible power boost then yes, he is potentially still the strongest.

The universe is a big place. I recall Freeza telling Trunks that "even aliens from outside of the Milky Way had heard of him," implying that his reputation but not his empire extended that far. With so many galaxies there could easily be stronger people he never knew about. There are probably even aliens out there that can match or exceed Perfect Cell or Fat Buu. I think only when you get to the likes of Beerus and Whis you're legitimately talking about 'the strongest in the universe'.
