You forget that both shows are animated with computers and not hand-drawn like DB was. Well, sure. Compared to the One Piece dub, even the GT dub seems like a masterpiece. But Dragonball still suffers from pointless script-changes that sometimes contradict themselves, and they've removed most of the insert songs, so I don't really like it very much. By the way, is it true OP is still hand-drawn? I'm pretty sure GT was done the same way so CPU animation could be considered fairly new..

But...Dragon Ball was pretty much made for kids, but is something adults can like. Fans have just been annoying sometimes. That doesn't bother me. I'd have to say #1 is FUNimation for having so much trouble releasing a decent version of the series. I mean, the widescreen and color problem doesn't kill me but it still leaves a lot to be desired, plus it took like 10 years to get it somewhat right.
Following them is Toei. Not because of DBGT, cuz I actually loved that and wish it lasted longer, but because they haven't been really a help to FUNimation in their process. It always pisses me off when in interviews about DBZ, there isn't a single Japanese dude...just the Americans. That's a dick move on Toei's part, and I'm sure theyd make more money if they lent their best copies to FUNi and sent over some of their original workers).
Also, I'd kinda have to place a lot of blame on American television corporations (FUNi, Saban, Pioneer, and the channels that wouldn't play the show unless it was edited) for turning the whole franchinse into even more of a kid's show. I mean, if the show was put on in America with all the original dialogue and music and no cuts, I'd doubt we'd have as many people hating on the show and the people that still like it. I mean, it's because it got so butchered in America that I can't tell anyone I like the show without getting completely ragged on. I understand it was a kid's show in Japan as well, but c'mon...not like it was here.

Honestly, Saban takes the cake for me. With DB, without their help they used Ocean; so, I'd bet they would've gone for Ocean even without Saban. And, if it were not for them, FUNi would've gone through CN for edits like the did once they did in-house acting.

What...? DBZ had the Ocean cast as well. When FUNi and Saban parted, FUNi didn't have any money to really fly the actors over to Texas to do recordings and what not. At that time, FUNi was strictly known only for doing DB and DBZ. Much before they became successful and what not. Also, the European dub of DBZ used the Ocean cast starting with the Cell saga (or the Trunks portion, as FUNi calls it). And they weren't with FUNimation.

Anywho... I guess I'll have to go with FUNi... Viz was atleast able to get the entire series out, moronic edits and all, and Toei... well, erm... they're a close second for not helping FUNi out. Honestly, I never saw a lack of episode previews as much of a reason for a Japanese fan to not import FUNi releases... So I'm gonna say that Toei being stingy was rather pointless.
