You're certainly right about that. Personally, I still don't understand the logic behind the "broken time loop" theory - if Beerus' actions were a fundamental part of the loop (and we know that they indeed would be, since Beerus' investigation is what led to Goku fighting Zamasu) then he couldn't have "broken" or "interfered" with that loop since his decisions were partially driving the entire circular chain of events to start with.
