Final Form Frieza or Perfect Cell to be more specific.

Nothing significant in relation to the plot, most likely. They would only look upon Vegeta in disbelief and proceed to attack him. Maybe add in a number of insults and remarks, but not much relevant.

I'd imagine that both would have had a good laugh watching him dance like Captain Ginyu.

They would realize that they are in a gag scene, and would adhere to the rules inherent in such a situation.

They would go "huh?" Or do that thing where they go "Wah!" their eyes get huge, and they fall over.

The same way we reacted, at first they'd be wondering what Toriyama was on but after thinking about it they'd appreciate Vegeta's development, even if they beat him to an inch of his life afterwards.

Of course, they'd never let him live it down. Frieza especially, would be like, "Dance for me, sweet Prince! Make your old master laugh!" at every opportunity.

Cell would try out his own moves in private, and think it's fun, beginning his journey to going full Ginyu.

I'm pretty sure they would have their share of laughs and insults. After all, that dance was humiliating even for Vegeta himself.
